Job of Democratic Services Affairs Manager at Publica

If the answer to these questions is yes, we are looking for an experienced democratic services professional to take on a new role to lead democratic services in three local authorities.

The successful candidate will work closely with the Cotswold, Forest of Dean and West Oxfordshire District Councils in their democratic processes and decision-making. The Democratic Services and Committees team has a broad mandate and, in addition to working with three local authorities, this role will support three Chief Executives and Returning Officers to facilitate review and enable decision-making and elections.

Key elements of the role include:

  • Lead and manage a distributed team of professionals working across three district councils responsible for supporting 121 elected councilors and 29 committees
  • Support returning officers conducting various elections including parish, district, county, crime police commissioner and general elections
  • Work closely with Publica’s leadership team, Council General Managers, Oversight Officers, and the Democratic Services and Committees team, lead continuous service improvement

We have an exciting new opportunity for an experienced Democratic Services and/or Committee professional who will provide visible and effective leadership and operational management of the team and functions, enabling staff to deliver effective and transparent democratic decision-making for advice.

Your primary role will be to manage the Democratic Services and Committee teams that are embedded in each of the three councils for which Publica provides these services. You will bring your experience of democratic and committee services, ensuring that each board’s teams have appropriate and effective processes in place to ensure democratic decision-making and review at their cabinet, board and committee meetings. You will manage annual meeting schedules and ensure that agendas, minutes and other committee documents are produced in a timely and appropriate manner. You can expect to have extensive involvement with elected councillors, council leaders, committee chairs and senior colleagues. You will ensure that the three board teams work together in a coordinated and agile manner to support each other. You will also provide support in the management of each council’s election teams – and with each council on a different election calendar and footprint in Oxfordshire and Gloucestershire, there is rarely a year without an election of some kind or another in our advice partnership.

This is a demanding role that will suit an experienced Democratic Services or Committee Services professional who already manages a Democratic Services team or is ready to take on this new position. By working for three councils at the same time, we can offer you a challenging and exciting role with the opportunity to gain experience at three times the normal rate! There is a lot to do but it is a key role and we are committed to supporting you and will appoint a Group Manager and Commercial Manager to guide and mentor you and you will be part of our leadership development programme.

You will need…

  • Be a graduate and/or have equivalent experience in a relevant field – local government committee services
  • Experience working in a political environment and a demonstrable track record of good political conscience
  • A track record of successful service management, including:
    • Management and supervision of staff, including setting shared objectives, performance management, appraisal, development, motivation and productivity
    • Experience managing services through organizational change
    • Experience in preparing, negotiating and managing budgets
    • Developing service plans and delegating key tasks within those plans
  • Significant experience working with internal/external clients, partners/clients and elected officials
  • Ability to influence the strategic direction of a service area
